The FCC Reassigned Numbers Database, explained

Short answer

The Reassigned Numbers Database (reassigned.us) tells callers whether a number has been permanently disconnected since a date you provide, which signals that the person who gave you consent may no longer have it. Checking it properly can give you a safe harbor under FCC rules for calls to reassigned numbers.

The problem it solves

Under the TCPA, certain calls (for example, autodialed or prerecorded calls to wireless numbers) require the called party's prior consent. When a number is disconnected and reassigned, the new subscriber never gave you consent. The FCC created the Reassigned Numbers Database so callers can check for permanent disconnections before calling.

How it works

  1. Register at reassigned.us and choose a subscription tier.
  2. Submit a number and the date you obtained consent from that subscriber.
  3. The database answers yes (permanently disconnected since that date), no, or no data.

FCC rules provide a safe harbor from TCPA liability for a call to a reassigned number if the caller checked the database, got a "no" response, and the call still reached a reassigned number because of a database error (47 CFR 64.1200(m)).

RND vs. validation vs. DNC

  • Reassigned Numbers Database: has this number been permanently disconnected since my consent date? (Consent question.)
  • National DNC Registry: has this consumer opted out of telemarketing calls? (Telemarketing question.) See DNC scrubbing basics.
  • Phone validation: is this number in service today, and is it mobile, landline or VoIP? (Data quality question.) This is what TrueSearch for Business does.

They answer different questions, and most outbound programs benefit from all three. TrueSearch does not query the RND or the DNC Registry.

Questions

Is using the Reassigned Numbers Database required?

It is not mandatory, but checking it correctly is how callers qualify for the FCC safe harbor for calls to reassigned numbers.

Does phone validation replace the RND?

No. Validation tells you whether a number works now; the RND tells you whether it was disconnected after your consent date, which validation alone cannot show.
